What are the provision for attachment personnel in cisf.?

Sir,
my one of friend he is performing in the department of CISF (Central Industrial Security Force). Recently he was put posting BY ORDER in attachment(i.e. He will do physically duty at place say Mumbai. But his strength & Payment will be counted in other place say Delhi) .

In this situation, he is unable to avail govt quarters either parent unit(i.e. where payment & strength counted) nor present duty place.

The CISF authority refused to give Govt quarters where he is presently performing duty physically. And the authority also said to avail such facility from parent unit.
In this situation, how he can accommodate his family at parent unit.? Also the parent unit & Present unit are not giving any HRA .
So, i would like to know what are the provision for attachment personal in CISF. and any RULE for this type of attachment duty.?
Kindly help me.

A Govt servant can be on tour upto six months and during this period he is entitled to DA and not Qtr. He is not transferred so will nto be obliged to vacate accommodation (or forgo HRA) at his place of original posting.
