Is Chargesheet compulsorily given to an officer who is on ODI list? whether being on this list hampers the promotion and Assured Career Progression (ACP) benefits?

merely because a person has been under some kind of doubt does not dis entitle him from the legal procedure.

the necessary notice thereafter the Chargesheet are required to be served upon the person in order to follow the principles of natural justice.

every individual has a right to be heard.

If propmotion on ACP was due before the issue of charge sheet, he can claim his promotion with the plea that no vigilance case was pending on the due date of ACP.
