Sir,I am a class-I gazetted officer in Railway.Recently,I WAS NOT ACCEPTED for posting in a department by the concerned head of the department,WITHOUT ANY REASONS.This was done at a very critical stage when I was already annoyed by the inordinate delay in my posting after cancellation of my transfer order long back.As a result,I was not only forced to sit at home for a longer period but also suffered a great mental agony and defamation(social & official) and embarrassment in front of my own family members.
Kindly advise can I file a criminal suit for defamation and harassment against the concerned officer and seek compensation for the same?If yes then how?

No, u cannot file any such criminal case
against him as he has not stated/spoken any defamatory remarks against you.

though he has not given any reason for rejection but has he not acted in an arbitrary manner to harass me and malign my image in the eyes of the all concerned, be at home or in the office?
is there any remedy? is there any cure for the persons like him with a feudal mindset?can he act like this being in a government set up?

File written complaint against him to the higher officials of ur department.
You can also file petition in CAT of ur state against ur rejection order.

Sir,thank you for the kind advice but chances of any redressal through the department are very bleak rather I may again be victimized as a reaction because of his position in the system hierarchy.In case of judicial redressal such risks are minimized.My transfer was cancelled after CAT intervention and I was kept waiting for posting for more than two months by such tactics for no reasons at all.And unfortunately CAT can not punish anybody in such cases.
