Written statement without supportive affidavite

written statement without wuporive affidavite which is not before nazar..it is only self verified by parties whether it is written statement is valid or not ......if some one file without suportive affidavite front of nazar sall we challenge it or not .....what should be steps we take ... file cheating comlaint or what ?
