Equivalence of defence and civilian

(Querist) 29 July 2012 This query is : Resolved 
How equivalence of civilian officers' vis a vee Defence officers' determined?

Is pay a criteria for determining equivalence between Civilian officers and Defence officers?

Is there any court judgement where it is mentioned how equivalence can be determind?
