One manager for two factories

Dear Sir,
Please advise, if a person can be appointed as Manager for two factories of a company under Factories Act 1948. Both the factories are adjoining in same location.

I think state does have power to declare, on its own or an application,that two or more factories of the occupier specified in the application shall be treated as a single factory as laid in section 4 of the Factories Act.

Sir, thanks for an early reply. If company do not want to declare both the factories as a single factory, than is it possible to appoint a person as manager for both the factories? Please guide me.
