i want to file a complaint against mobile manufacturing company . which person is liable for selling defective mobile of company.

A complaint can be filed and preferring a notice before filing would be desirable.

firstly issue notices to both, managing director of manufacturing company and dealer from whom you purchased mobile.If they do not respond the notice then file complaint before District Consumer Redressal Forum.
