I had made Writ petition in High Court of Madras for issuance of Mandamus orders to Corporation of Chennai for developing as a piece of land as park in a residential complex. During the course of hearing the Corporation had submitted it had started developing the land and completing it as park (after I lodged the complaint).With Judge giving me liberty to approach him on a fresh writ petition in case corporation does not complete for any reason, I withdrew the petition. Corporation on a RTI petition of mine recently had said the park work is completed in all respects. But in ground reality much work is still pending like provision of seating arrangement /illumination and employing persons for maintaining.
When I make a fresh writ petition, should it be on contempt of court grounds or challenging the information and requesting orders to be passed for completion?

wait for some time issue legal notice to corporation . mention about writ pettion filed . staement made by coproration and based on said assurances writ petition was with drawn . reuest coproration to complete work on the park . if no action is taken then file writ

No, since ti is fresh Writ you have to fight this on merit and not o violation of any earlier instructions as the earlier Writ was withdrawn.
