You cannot. Once declared successful in training and certificates issued that become part of his personal property. You can act only according to the conditions of his employment, as prescribed in his offer cum appointment letter. The deficiencies in terms of appointment cannot be worked to the disadvantage of the employee. Better rework the terms of employment of your employees, if some deficiency is noticed.
