Builder sealed an exit on our wall

Dear sir
I have purchased a three storied flat (second buyer) in an apartment buidlin, having main entrance at middle floor . There is a small door in both ground floor and top floor, which can be used as emergency exit.
Now the owner cum builder who is residing on top floor has sealed the top floor door which is on our wall, saying that accordingn to approved plan this door is not there. We have got the plan and bit confused if it is there or not bcause it is not clear. My question is that wheather the exterior wall of my flat and immediate walk ways in the common area belongs to me??? And wheathe i can make a door from my bed room on the top floor leading to the common area?

Your question relates to contents of the approved plan as well as your sale-deed so better search reply from those documents and for this purpose, you may take help of any known person.
