If sum total of uds given to flat buyers is less than 100%

Say, I have 10000 sqft of land in TN Chennai. I can build 15000 sqft of floor space FSI 1.5. I get appl for 10000 sqft in 2 floors.I construct & sell both floors. How much UDS shd I sell to the buyers. Am I right in selling only 66% and retaining 33% with me. That means , I now have 33% UDS without any built floor space. Pl confirm that this is legal.
Next, Authority allows later, FSI 1.7. allowing total built area of 17000 sqft. Can I now build upwards, of course following other rules as applicable 7000sqft for myself as my property

This has to be done by appropriately drafting the terms and conditions of the Agreement.

contact a local lawyer . your architect can advise you as to area you can consturct as per development control regulations of your city

You can retain UDS up to 33% with you without having any built up area but your agreements should confirm to the fact that in future you shall build 4th floor.
