FIRST APPLY FOR MUTATION BEFORE AUTHORITY YOUR FATHER'S NAME IS REGISTERED AND THEN SALE IT.
OTHERWISE LEGAL HEIR CERTIFICATE IS ISSUED FROM THE OFFICE OF THE CONCERNED TEHSILDAR/SDM.

Dear Mr. Srinivas,
You have to apply to the Tehasildar concerned for grant of Legal Heir certificate.
In the application, you have to indicate the name, age, relationship to the deceased etc. You have to indicate all legal heirs name (i.e. mother of your father if alive, your mother, sons(s) and daughter(s) etc.).
You have to attach the Death Certificate.
Thereafter, the Tehasildar will take steps to make enquiries in the surroundings and confirm the facts and then will grant you the legal heir certificate.
On the basis of the legal heir certificate, you will be able to sell the property in the name of your deceased father. But all the legal heirs have to sign the sale deed.
YOU HAVE TO VISIT THE TEHASILDAR'S OFFICE AND DO THE NEEDFUL TO GET THE LEGAL HEIR CERTIFICATE.
