Road usage issue for society

Our society(Not register as a co-operative society but formed with individual bungalows / colony i. e .xyz bungalows) is situated in small town in Gujarat. There are two gates in society road is passing from sart to end of society. Out of two Gate one is short linking with maket, railway station, bus stand, industrial area and other business area.
Now problem is that the outer people are passes through our society with afoot, fast vehicle/rough driving (two wheeler ,four wheeler, tempo, loaded vehicle).Due to this, several time minor accidents occurred in with our society member / children.They also create nuisance. Theft incidents also occurred due to unauthorized people movement from our society.
The design of our society is made that way that we can not close road due to 14 bungalows out of 131 bungalows because the face of 14 bunglows is outer side of society and the society limit is completed with border of 14 bunglows.Out of 14 buglows other wish to close the road permanently considering safety measure, but 14 bunglows members are opposed to close road. How ever they have also another way to go to town,but they want to use shortest route/approach road .
How can we take legal action to close road considering safety laws.
