A govt.servant wants to buy property. For the purpose he should take prior permission from his department or show the purchased property in his Property return at the end of the year.
Experts may kindly guide with respect to Govt. rules on the subject.

It is necessary if he is Class I & II Gazetted Officer to take prior permission.

No need for class 3 or 4 to take prior permission but it is mandatory of other employees and showing in return is mandatory for all.

I partially disagree with both the above views.
Prior permission is needed in case the transaction is with a party with whom Govt servant had official dealing in the last 3 years. Other wise an intimation is required to be given in prescribed form within one month.
This stipulation is there for each and every employee on the roll irrespective of pay, designation, classification.
Further Class-I&II officers are required to submit Annual Property Return as on 1st January,l latest by 31 January (each year), in prescribed proforma.
This is the rule position as per CCS(Conduct) Rules applicable in Central Govt and all state Govts and PSUs have almost identical provision.
The querist has not intimated whether it is central /state Govt/PSU. SO relevant rule needs to be read.
