Not asking about baigamy -difficult qu only for high experts

Kindly note: My qu is not about Baigamiy as my sis has filed it is before 4-5 yrs. I am asking to experts as it need high knowledge. Qu is about what action my sis can take regarding he wrote lies while regestring his 2nd marr. with my sis. I will be thankful if this difficult qu is answered. My qu is below:
Boy did not tell girl, who is my sister that he already has one wife and he maried my sis. And then after marryng my sis he regestred his mariage with my sis and then later my sis. Came to know that he has a wife. So someone told he must have written false in regestra tion so later came to know that he wrote lies in reg about his mar.status. Qu: 1)So what cases/ WHICH ip c can be filed on him and 2) where as he WROTE LIES-IN REGESTERATION. 3) Any arrest possible?, Punishment ? 4)Is there any punishment as he gave false info in mariage reg estration. 5) CAN CASE BE FILED IN MAGISTRATE COURT? 6) To do NC or FIR 7)Is it ip c 191, 195, 465, 466, 468 which one all say different. FIR under sections 420, 467, 468, 471 IPC read with section 376 IPC before police failing which file criminal complaint before trial magistrate of the area.
It seems that you have wasted 5 years in such enquiry and have lodged case only under section 494 of IPC. The delay shall be a big problem now.
What is the shape of the barometer with you which judges the 'highness' of the experts?
Even the differentiation among the expert on the part of author is highly objectionable as this site belongs to experts only and querist have no right to dictate who should reply here.

Sir,Thank you very much for reply. No such thing. Felt the qu is little complicated. Ofcorse, all are experts. Sir but 420 how ? as cheatng is main with regestrar still my sis can file it? Thanking sir again.

As per section 190 of Criminal Procedure code, any person can move the wheel of the justice and can agitate it before the legal machinery and in the given case, your sister has every right to file such criminal case.
