Can a PIL (letter petition) be filed by an individual in the High Court through email?
Can it be based on a local newspaper report? Thanks.

1. IF a PIL, is based on a law point and is in the larger interest of the Public, THEN a PIL is acceptable even by simple Post card, Letter, Email (on suo-moto) basis, subject to the non-mandatory discretion of the Registrar / Judges of the High Court.
Several other parameters will apply for a PIL

PIL in High court cannot be filed through e- mail.

Of late in 2006 PIL was filed by Mr Arun Shirgaonkar who at then was an Indian officer working in Qatar. Mr Shirgaonkar had mailed the PIL to Chief Justice BA Khan about killing of a bear by people in Pulwama district. The captioned e-mail was titled ‘Killing of an innocent bear in Tral’.Shirgaonkar said he and his wife were deeply affected by footage of the incident beamed on TV, sought the court’s intervention in the matter to prevent cruelty against animals. Chief Justice Khan, as he then was, accepted it.
So it all depends on the sensitivity of the issue in feelings of the High COURT.
