Sir,
I was working in Indian Railway Medical Service(IRMS) since 2005( appointed through UPSC).I got Senior Time Scale in that service in 2009 and my pay band(15600-39100) + grade pay(5400) was hiked to same pay band + grade pay(6600). As my wife was already working in Punjab Civil Medical Services(PCMS) and my family was suffering due to our different cadres, after about 8 years of experience in that service, my technical resignation through proper channel for joining PCMS (through a Walk in Interview) was accepted wef 28/02/2013 with last basic pay of 28950+ NPA.I submitted my joining report in PCMS on 01/03/2013.But here my pay scale is as Pay band(15600-39100) + grade pay(5400)with basic pay of 21000+NPA. I wish to apply for pay protection in my present service.
Sir,How can i get my previous service regularized and pay protected?
if I get pay protection, how much time the increased pay will be given?
i request the experts to give their valuable opinion for which i will be thankful to them.

On technical resignation basis, your basic pay of Rs.28950 should be treated as BP in the new organisation also. However, the difference between the previous GP and the GP in the new organisation can be treated as personal pay to be absorbed in the future increments in the scale on the new post.

Thank You for prompt reply Sir.
Just one more thing which i could not grasp was whether i would get the salary hikes in this present service as well at years 9,13 etc( counting from year 2005 on time scale) as i would have in my previous service.

Doubtlessly your previous service has to count for pay and other service benefits in the new appointment also and you would continue to draw your increments as usual in the scale of pay till you reach the maximum of the scale or you get next promotion, whichever is earlier.

Sir,
Though I had applied through proper channel and my technical resignation was approved by railway, my appointment letter in PCMS mentions nothing about my being absorbed from previous department as such and the pay scale mentioned is specifically as 15600-39100 +5400.Despite that i had produced my NOC from Railways during interview and was granted extension by my new department in joining time for being releived from railways,now i am being told by the dealing branch in PCMS that as per my appointment letter my pay will not be protected. Kindly guide further.
