previous counsel filed written statement in civil suit which is not clear and confusing ,now i want to amend the w.s.
1- can i delete all the the paras which is not essential.

2- should i mention the paras to be amended.

3-when filing should the heading be amended w.s

Well it all depends upon the facts and pleadings. You can delete irrelevant paras. You can amend the WS by filing an application in the court and if the court allows it then you can carry out the amendment, but it would be the discretion of the court to allow it or not depending upon the relevancy.
