Compensation & criminal liability

Defendants applied for Urban Supply & an estimate was prepared by J.E & it was passed by the state Power Corporation authorities,this estimate passed from B line but there after J.E & Lineman with connivance of defendants give the supply from A line & erected the poles on plaintiff 's area where was no any estimate was passed,before doing that no notification or publication was passed for changing the estimate & for erection of poles even no notice ever issued to plaintiffs.Plaintiff filed Civil Suit for Permanent Injunction,can plaintiffs have right to file case for compensation for wrongs of the authorities & private defendants and if they have right so under which act & provisions.Plaintiffs want file criminal Complaint against defendants either all defendants private & public authorities be parties in Criminal Complaint,do I need to add by names of authorities like Lineman,J.E etc plz give your able advice it is urgent matter.

You have to seek redress from the govt authorities in civil action for which naming of officials is not necessary.
However in criminal action you have to name the offending officials.
