Poor quality construction/ stopped working

Dear sir,
Property: at Chakan, Pune, 4story apartment, 2bhk, 1st Flr.
Booked in January 2012 with 90% construction and Fully paid to Builder with DHFL loan.
Apartment is being constructed by developer & is distributed between Developer, Builder & Land owner by allotment of flats.
I booked flat from Builder. He verbally committed to give possession on June 2012 (As per Agreement : February 2014) but due to dispute between Builder & Developer, construction has been stopped.
Developer allowed his customers to live in their flats by completing their flats only.
In my flat toilet & bathroom roofs are leaking. Pipe running through one wall also leaked causing wet patch on wall.
1) Can I lodge complaint for poor construction (before possession)? …Where & How?
2) What action should I take to resume work & get possession in time?

1. Yes before the consumer forum preferably by engaging an advocate.You can seek compensation therein.
2. Ask the forum to pass interim order.

take possession of flat .as per your agreement possession is to be handed over in 2014 only . then issue legal notice to builder for deficiency of service . builder bound to rectify defects in flat
