Pay protaction urgent please

sir
now iam pay band 4 with 9000AGP as a Asso.Proff in central university,now I got the same post at NIT near by my home town.the starting pay is pay band 3 with 8000 agp for three years ,but again I have to be in pay band 3 with 8000AGP for three years.I have already served 3yrars inthe payband 3 in GP8000 at my present organization.
can I get pay protaction because
1. same post
2. both are central govt
3.I have already serve 8000 agp in my present organization then I have reached pay band 4 ith 9000AGP
my present basic is 43250 + 9000 AGP

my offer is Payband III 15600-39100 with 3 increment 8000 AGP for fist 3 years(24000 basic+ 8000 Agp) after that Payband 4 with 9000AGP
please help me to take deci. and I have to join with in 5days.

you are not surplus employee whose pay will be protected even on lower scale.

You are going on lower scale on your own and pay will be fixed as done in case of reversion, i.e. entire part service (since last promotion) will be treated as in lower scale and notional increments will be given at lower rate till 2006 and then pay re-fixed in lowers scale.

Little bit confusion
My question is if I join any possibility is there for getting pay protection?
Pay protection means only in upper movement? Not in equal post?
If rules are there NIT will give me after join
If I go for court what is the possibility?
This post is initially PB3 after 5 years PB4 automaticaly
Kindly clarify
