How to file istgasa through courier or post?

Hi,
My cousin brought 70000/- from his friend.He is from Jaipur,Rajasthan but now living at Bangalore,Karnataka.He give all the money to his friend with intrest but now his friend ask for 20000/- as intrest and refuse to give cheques.
My cousin is unable to file FIR because it take atleast 3-4 days at Jaipur.He just join a new job so,he cant get leve from his office.
One of my known person tell me about Istgasa.Is it possible to file it through post or courier?

no, it can not be possible by post or courier because the statement before court is mandatory.

Yes there is! procedure to file "इस्तगासा" Send an application/complaint by speed post to concerning chief judicial magistrate .
