Complaint before consumer forum against municipality

Can a complaint be filed against Mumbai Municipal Corporation regarding tax.
Ours is a co-operative housing society in Mumbai. The Municipal Corporation (BMC) has increased property tax with retrospective effect from April, 2010. They had sent us demand notice in March, 2013 along with computation of the new tax for each flat. The computation shows flats which do not exist in our building and hence the total tax is excessive. The excess tax cannot be collected from non-existent members. We sent our letter of complaint in April, 2013. But they have not replied so far. Can we file a complaint against BMC before the Consumer Forum?

you have to move High court against the BMC regarding demand for tax from non existent members of the society

First send legal notice to BMC, contact a local lawyer.
