Suggesiton wanted

Sir,
I have been recruited in Irrigation & Waterways Directorate, West Bengal as Data/Computer Operator on temporary and contractual basis. I would like to know at what point of time I may become Permanent employee or after how many years I may appeal to become permanent employee and how?
Also 10 % income tax is deducted from my professional fee. Will i get this 10% income tax back. If yes, then how can i get back?

You should not expect to become permanent till you are a contractual employee. In a case of contractual employment there is no guarantee of the contract employee to become regular or permanent employee. For regularisation of your employment, you need to refer the recruitment rules for data/computor operator of your department, if there is any provision to select the employees for making them permanent and if so after how many years of service/ experience. You may however feel free to represent to the competent authority to make you permanent.

About income tax deduction that is deducted on taxable part of the income of an employee and is not refundable to the employee. The case of rax deduction has no relation with the employee being on contract, temporary or permanent basis. Income is the criteria for deduction of tax at source.

Unless departmental service rules permit, or some political decision is taken there is no chance of absorbing as permanent.

For TDS, if your annual income exceeds, you have to pay tax. You should file your Income Tax return before 30/6/2014 for the FY 2013-14 and if income is less the tax would be refunded to you directly by Income Tax Department.

Deduction of TDS has nothing to do with temporary or permanent service.
