What is minimum number of tenants required for sra projects

My friend is staying in chawl. there are 12 room on Government plot. Plot is too small about 2500 sq. ft. No builder is interested in that area. These people want to develop the area on their own. But some one told them for sra project there must be minimum 24 tenants, some says minimum 13, some says 21. But in SRA Act it is nowhere mentioned. Can anyone help me in this regard what is minumum no. of tenants/occupiers are required for sra project.
