Whom to address while filing a complaint against proper functioning of a tribunal.

Respected Sirs,
With regard to the functioning of the Senior citizens tribunals under the Welfare and Maintance of Parents and Senior citizens Act of 2007 in our region I would like to file a complaint, since some cases have been pending past the due date of passing judgement. However, I am not sure whom I should address this to.
I would be highly obliged if you could kindly shed some light on the matter.
