As per Rajasthan government servant policy, as a small family rule, a person should not have more than 02 children after 2002.
My question is that if someone having two children adopts one child (as a total 03), is he not eligible for government job??
Kindly elaborate the adoption system.

In what way you are related to the query. In general, when there are two children, nobody will go for adoption of a third child. Seems to be purely academic query.

in this condition the person is having 02 girl child and willing to adopt one boy.
the existing rule is such a:-
Inserted Rule 9A vide no 4/S.R.O./2005 dated 29 September
2005 Published in Raj Gazette Pt. 1[B] dated 6 Oct 2005
Rule 9A : Disqualification for Appointment:—
No candidate shall be eligible for appointment, If he has more than two children on /or after the date of commencement of these rules:
Provided that the candidate having more than two children shall not be deemed to be disqualified for appointment so long as number of children he/she has on the date of commencement of this rule does not increase.
Provided further that where a candidate has only one child from earlier delivery but more than one child is born out of a single subsequent delivery, the children so born shall be deemed to be one entity while counting the total number of children."

If it is a academic query then how can i clear my doubt?? If filing a RTI can solve this, then to whom should i ask the doubt.

Try if you can get free legal advise under RTI Act.
By the way you have already been told that
"adoptive child is included as part of family."

The rule is very clear that there cannot be more than two children to avail the benefits.An adopted child is deemed to be their own child of the adoptive parents, hence you decide whether the benefits can be availed or not.
