The functions and responsibilities of Commissioner of Co operatives, Pune are briefly as under:

Commissioner for Cooperation and Registrar,
Cooperative Societies (CC and RCS) Maharashtra State, Pune
Introduction
CC & RCS plays an important role in an agro-industrial economy and particularly so in the sphere of rural credit. The activities of the office of the Commissioner for Cooperation & Registrar of Cooperative Societies, Maharashtra State, Pune, which is under the Department of Cooperation, Marketing and Textiles, GoM, are associated with the rural finance and Primary Agricultural Cooperative societies, Banking including District Central Cooperative Banks, Industrial Cooperatives, Housing Societies which are governed under the Maharashtra Cooperative Societies Act 1960 and Rules 1961. The CC & RCS is entrusted with the administration of the Maharashtra Cooperative Societies Act, 1960; the Maharashtra Agricultural Produce Marketing (Regulation) Act, 1963; the Bombay Money-Lenders Act, 1946 and the Bombay Warehousing Act, 1959 and the Rules made there under. Cooperation is an activity of the people. It is a self-generated, voluntary, self-sufficient activity. However, considering the economic importance of movement and interests of several people involved in it, the Government has passed legislation to monitor the activities of the cooperatives mainly with the purpose of safeguarding the interests of all the members. The legal framework essentially covers the following aspects covered under The Maharashtra Cooperative Societies Act, 1960.

• B. Rights of the members
• C. Privileges of the societies
• D. Property and Funds of the society
• E. Management of the society
• F. Audit, Inquiry and Inspection
• G. Disputes
• H. Liquidation of Societies
• I. Offenses and Penalties
• J. Appeals, Reviews and Revision

Maharashtra is one of the major States in India where cooperative movement is widespread and has a long history. Cooperation plays an important role in the economy of Maharashtra. There are 2.18 lakh cooperative societies in Maharashtra. Registrar being a friend, philosopher and guide of cooperatives has to perform various tasks and monitor whole cooperative movement.

Objectives and Responsibilities

Objectives:
• To improve the supervision of the Cooperatives - through enhanced effectiveness of the Audit and Inspection function.
• To provide enabling support and strengthen the Business Development plans (BDPs) of the Credit Cooperatives - including Agricultural Credit and Non-Agricultural Credit - both Rural and Urban.
• To provide enabling support and strengthen the implementation of the Capacity Building Initiative involving the Maharashtra Rajya Sahakari Sangh.
• To carry out the administrative reforms in order to achieve greater level of transparency and accountability.

Responsibilities:
• Handling of major questions and policy
• All-round development of Cooperative Movement and administration of M.C.S.Act.
• Functions relating to registration, approval of bye-laws, amendment, audit, inspection, supervision, supersession of managing committees, appointment of administrators, liquidators, winding up of cooperative institutions.
• To implement statutory, regulatory, developmental, educative and supervisory role in respect of Cooperative Movement in the State by way of keeping alive the hopes of the common people through healthy and wholesome growth of Cooperative Movement.

Developmental and Regulatory Functions

1. To undertake all the functions related to the administration of the MCS Act 1960 & Rules 1961 - including Registration of Cooperatives, Supervision of Cooperatives, Statutory Audit, Inspection of Cooperatives, Amendment of Byelaws, and Elections of Cooperatives.
2. To undertake all the developmental functions to nurture the Cooperatives including the implementation of: (a) the Govt. Schemes for assistance, e.g. providing to the Cooperatives the govt. share capital, the govt. loan, the govt. subsidy, and the govt. guarantee, as per the prescribed beneficiary selection criteria, (b) the Capacity Building Programs for members and other stakeholders.
