What compensation from the compensation you would prefer to ask through the consumer forum in lieu of an empty wraper of a toffee, a toffee + interest on the cost of a toffee, or two toffees, or a bagful of toffees?
Anyway, best of luck!

Yes, you must file a consumer case after considering the cost of toffee packet and litigation expenses.
Best wishes.

Legal path is cost and time consuming compared to the cost of article involved, better avoid.

Irrespective of Cost of purchase you could initiate action but ensure you have sufficient evidences like Bills for Purchase etc.

The reported incident is certainly amounts to deficiency in service and is amenable to action. Incident may be trivial, but substantial public interest is involved.

By the way, what difference in weight or count of toffees did you find with or without an empty wrapper, as compared to the weight or count of toffes noted on the packet? Also, how do you propose to prove that the empty wrapper was found in the packet, not placed by any child belonging to your family after taking out the toffee?

you would end up spending more money on legal fees
