You need not go anywhere for the purpose of police verification.
Police verification is not done by asking any question from the candidate, except for some wrong information endered in the attestation form. The police can ask about your character & antecedents from the neighbouring people at places you resided at various places or the contacts you referred in addition to the police records, if involved in any criminal activities at those places.

Your description, "so how can I have neighbors there" is quite strange, as if you were not residing in any residential place, rather living in see waters or air. Rather it raises doubt, as if you are not discussing your personal problem, rather seeking solution to your academic exercise.
Anyway, you don't have any choice. It is the prerogative of the concerned police parties from where to make verification. Police parties at different places can be different for verification purposes.
