Sir,
thanks for reply. But I have to mention here that I had written in my application for applying on absorption basis and parent department has also forwarded on the basis of absorption basis in the first instance. Now question arise that parent department can change its earlier view after some time without any public interest or legality?

First thanks to all for reply. Sir, I am confuse about one thing which I want to know. My parent department has given NOC and agree for relieving at the time of forwarding the application (on absorption basis only). Borrowing department initially appoint me on deputation basis after selection through UPSC. After some period borrowing department want to absorb and request to parent department for fresh NOC. Now parent department is not issuing NOC. The question arise is that once parent department has issued its no objection at initially stage (at the time of forwarding the application), it can be cancelled after a gap of period. Please suggest me.

Sir, not clear. Parent department had already given no objection to absorption at initial stage, but refusing for fresh NOC. Now question is that parent department can revise its earlier concurrence at a later stage.
