Sir,
I had applied through proper channel for higher post on absorption basis. Initially I selected on deputation and relieved by department with approval of competent authority. Now, Borrowing department wants to absorb me and request to parent department for NOC for absorption. Parent department is not providing NOC despite my application was forwarded by them for absorption basis. What is the solution. Is there any law pertains to this condition.

Depends upon the sole discretion of the lending department. You cannot claim absorption in the borrowing department as a matter of right.

Lending department administrative decision based on service conditions and precedent would prevail.

You have posted that "my application was forwarded by them for absorption basis."
If such record is available with you then relate with your service conditions and appeal to the concerned authority and remind them and wait till they reply.
From the record with you and their reply try to find a way out.
If there is none remain happy with employment on your hands.
You can show the record and service conditions to an able expert in service matters preferably let your counsel draft your representations and attempt to get a suitable reply.
First thanks to all for reply. Sir, I am confuse about one thing which I want to know. My parent department has given NOC and agree for relieving at the time of forwarding the application (on absorption basis only). Borrowing department initially appoint me on deputation basis after selection through UPSC. After some period borrowing department want to absorb and request to parent department for fresh NOC. Now parent department is not issuing NOC. The question arise is that once parent department has issued its no objection at initially stage (at the time of forwarding the application), it can be cancelled after a gap of period. Please suggest me.
