Limitaion appilicable to Invoice raised but not claimed for

Matter relates to the bylaws of coop societies and the Act in West Bengal. Invoice raised by society towards car parking charges in 2008-09, but not claimed for until June 2015 wherein. Statement of accounts shows carried forward arrears which were never shown as arrears in any of the monthly bills raised by the society from 2009 onwards. So, the question is whether the provisions of the Limitation Act,1963 are applicable to prove that the said invoices raised on curent date are non est.
