Workmen compensation act

The employer/R1 is not paid the award amount.The emploer /R1had the industry inthe premises of R2/ a big industry. The site was allotted by the Sidco to the R2. Wheather the award amount with interest can be collected from the R2/ owner of the premises....no pay and recovery order.......

Whether R1 is tenant of R2 or in what capicity it is situated at R2?

Whether the directors are common or R1 is subsidiary of R2?

R2 leased the property to R1 and now R1 vacated the premises .FIR has been filed against R1. Now R1 stand is that he is not having any means to pay the award amount. In the revenue recovery proceedings the District collector has submitted a report that the R1 is not having any immovable property except 99 years lease of house property of a private trust.....

Both are jointly and severally judgment debtor.

As you said the award is being passed only against R1 not jointly and severally ordered further R1 is not having any means to pay award . At this juncture what are the ways are available to the awardee ?....
