Forged signature and claiming salary

Senior person working in a government organisation was absent for one week, his clerk marked his attendance. Person returned and being authorised to, verified the signatures and claimed full salary. We took photo copy of signatures and prepared a report from renowned hand writing expert. The report claims that it were not his signatures. Under what section he can be booked and what punishment can be given to him? Can he be suspended for forging with government?
