Purchase of used car

Dear sirs,

I have purchased a used car from a authorised car dealer through their used car business verticals. I have transferred the said vehicle to my sisters name six months back. At the time of purchase, I asked the dealer to give me receipt of my paid cash, but he told me that, if I want a receipt, I need to pay VAT to him. So I paid him money and collected necessary papers like NOC , insurance from him and transferred the car.

Now he is saying that I have not paid him money and I have transferred the vehicle without his knowledge. And threatening to file a complaint against me. What can I do?
