Sir my certificates are not given by college though i paid all fee and other formalities
on which provision i have to move court.O

Do you have acknowledgment of certificates collected from you and retained by college?
Did the college demand to submit originals in writing?
First of all: Send a written communication under proper acknowledgment and meet the Principle and submit minutes, of course under proper acknowledgment. You can take elders of the family, student union leaders with you.
Thereafter you can write to University authorities with which it is affiliated.
You can also lodge complaint with police.

Probably you are talking about passing certificate of the course you were pursuing in the said college .Normally, provisional pass certificate,mark sheet and Conduct certificate is issued soon after publication of result of the exam. .The original degree certificate is collected from the University at a belated stage and supplied to the students. In case the said certificate etc. is not collected from the college in time as per university rules one has to deposit Late fees in the University to collect the said certificates. In case you have approached your college office in time,and your other colleagues have been given their certificates in time, you may submit a written request to the Principal of the college seeking supply of such certificate stating your course name , Exam. appeared ,Admit card roll No. etc. and obtain acknowledgement from the college. If no response is received within a week/ fortnight, you can approach the concerned University with copy of the request letter submitted to the college for
issue of the said documents or for directing the college authority to immediately comply the same.

Send registered letter to return the certificates followed by the legal notice. Lodge complaint with the University / Board.
