Query regarding proceedings against seller

Hei,
My name is Abhishek and I need small help form the experts regarding how to check proceedings against the property seller under section 281 of the income tax act. I don't know anything about this law but while surfing interest I saw this point. The reason I am asking this is becuase I am planning to buy a flat In delhi where I have verified every thing apart from this, so I'll be really Thanks full if i can get some advice on it.

This section ensures that income tax department shall have charge over the property under sale if any arrears under any provision of income tax is assessed by ITO which is pending prior to the alleged sale/mortgage/lien/gift etc.

Under section 281 (1(ii), prior permission from the Income tax Authority can be obtained certifying that no such proceeding is pending against the property under sale. This is the liability of the seller. You can demand this permission from the seller.
