No u need to take prior permission from the collector before sale of such land.
Before sell u need to pay the amount decided by collector to transfer your property on others name.

Regarding Inam land and other tenure land a committee is formed and it was supposed to give report to Govt. Said report was not available last month when I tried.

If retaining period has expired then there is no need to seek permission of the district revenue authorities prior to sale of such land to anybody.
