What is the opinion of your own counsel that has seen both orders!

Discuss with a local lawyer practicing service matters, the information/facts provided in the query are inadequate to form an opinion and advise you properly.

Full case file and orders need to be referred, discuss with your lawyer.

"How can this department implement those orders given in other case "

It is not a legal query and legal angle if at all can be ascertained by reading all papers and you are not even sharing basic facts.

The query can be replied by spokesperson of the deptt which this forum is not.
