Sir man died at Delhi of natural cause.cremated at Gujarat 4 yrs.back.gujrat mcd refused to issue death certificate.what is the procedure to get it issued & how.

I'm sorry but this is going to be a very difficult task. As per my knowledge, in such a case it is the duty of the relative to:
1. Get a government doctor's/hospital's certificate that the person died from natural causes.
2. Inform the Police immediately so that the necessary formalities can be done.
If the above steps are in order, talk to the authorities concerned and explain them why it took you so long to get the factum of death of the deceased registered. In my place, we need to approach the Deputy Commissioner and seek his approval if there's been a lapse of one year for births and deaths to be registered.

It is huge delay and probably there is NO document on cause of death.
The relatives might be having some document/evidence on death and to carry the dead body.
Take help of a local very able senior counsel of unshakable repute and integrity specializing in such/civil matters.

In most of the states procedure for late registration of death exist.
If the case was registered in Delhi or in Gujrat, you can apply for certificate from that place.
If not registered, contact the registrar office, get the death registered and obtain certificate.

Generally provision for issuance of Birth and Death Certificate
Death Certificate will be issued from the Authority of Gram Panchayat /Registrar of Birth and Death under whose jurisdiction death was occur

If the death is not inform to nearest Gram Panchayat Authority/ Registrar Birth and Death, than you have to proceed with a Miss Case In the Court of S.D.M/ Sub Collector and after order from the Court and basing on the order of Court Registrar of Birth and Death will register the matter and they will issue the same, contact local lawyer, not so expensive or not so harass work and easily you can go through it, better contact any local lawyer.
