single holder open Bnak loker with nominee Registered . after death holder will is submit to bank operate loker by other then nominnee . till can not change nominee on loker by locker holder. now who legally right to operate bank loker

Insufficient information. You have not stated, whether the nomination is for the bank account of the same person has been nominated for locker also. Both may be one or different from each other.

1. Whether the WILL is a registered WILL?
2. Who are the legal heirs of the deceased person?
3. Whether the person in whose favour the WILL has been made is one of the legal heirs?
4. Whether other Legal Heirs are ready to accept and recognise the WILL?

querist can be advised to take help of someone who knows English so that at least experts could understand what he wants to know.

Will contradict the Bank nomination.
Date of execution of will, time period between will and death are the key factors.
Bank will not allow both the parties to operate the locker. Approach Court.

Good effort of Mr. Sri Vijayan to catch the first position as a solution provider, but his blind folded reply can mislead the querist, as he has not responded yet to the questions raised by me or Mr. R.Ramachandran for clarification.
