Show the documents of ownership/title as well as alleged arbitrary "agreement" for development to a local prudent lawyer for better appreciation of facts/documents, guidance and proceeding.

The title holder/owner alone can decide.
Rest as already advised show the docs to a very able LOCAL counsel.

Issue notice to the developers and your co-owner questioning the validity of the Development agreement which was made without consent of all owners and asking the developer not to proceed with construction and that if he proceeds with construction he will be doing so at his risk as to costs and consequences. You may also give notice to the local authority not to sanction building plans. Get the notices issued through an advocate. In case the response from the developer is not positive you may have to file suit for injunction prohibiting the developer going ahead with construction.
