What if Electric meter is tempered installed outside house ?

Seals of mine electric meter which is installed at a common place outside my residence are found broken by BSES enforcement department.They are threatening me for heavy penalty,I am alleging them that how could I be established guilty for seal breakage of a meter which is not under my custody i.e. which is installed just out of my house on a public place without any security ? Please guide me,am I right legally or would I have to pay the heavy penalties ?
Mr SS thnx for response, but can we ask E-company to install the meter in our premises ?

you are liable for the safe custody of the meter.

Immediately lodge a complaint in the local police station regarding the tampering of the electric meter. Though it is outside the presumption will be against you. If their threat seems to be genuine then file writ asap as the authority may not only ask you to pay a hefty fine but also a non bailable ,sessions case may be initiated against you.

The broken seal would not lead to any penalty if the meter is otherwise not tampered.There is a procedure to be followed which includes show cause and personal hearing. But since seals are broken, you immediately inform the department with acknowledgement.

how can he be liable for safe custody of a meter not kept in his property?
you may inform the department in writing about the incident and ask them to fit the meter in your premise. You may have to pay the fitting charges if any.
1. Make a hand written complaint No.1 and go to the nearest Police Station to acknowledge them that last night some body has broken the seal of my house meter which is installed outside my house by BSES peoples negligently.
2. Make a second complaint and go the BSES office and forward your complaint personally by yourself to the appropriate authority of BSES and get their signature on the Xerox copy you possessed of your complaint No.2.
Now Set back and relax no one take any action against you as your hands are clean. If something mishaps happened then engage a lawyer and give him the copies of the complaint No.1 and Complaint No.2 and rest the hon'ble lawyer will do for you.
