i am a businessman earning nearly 3 lakh per annum and my wife is a class 3 government servant earning around 4 lakh per annum.

are we eligible for obc certificate?

yes you are eligible if your cast comes within the list declare by the concerned govt. nothing to relate with your or your wife's income.

Yes you may get OBC certificate but your children or you, can not be benefited because you come under the creamy layer.

I agree with Mr.Arvind. But this relates to employment quota. For admission in educational institutions, though a person comes under the creamy layer still he gets the benefits for admissions into educational institutions in many states. OBC creamy layer is a GO Central Government. The reservation for OBC in employment is not applicable to creamy layer persons.
