What is the purpose of notice. After notice file case/suite or take legal actions accordingly. Why you are asking for case law and on which point. your question is not clear.

to issue a notice on mandal educational officer

despite after notice if he do not take any cognizance what to do

the mandal educational officer is errant official

i heard that case law has to be supported with the notice
