I have purchased an apartment in Bangalore Rural Area , aND paid about Rs10,000/- to secure khata. I was given 2 papers which are described as demand notice by the panchayat secretary. Please enlighten me as to whether this is correct OR please inform mw as to how a khata document will look like. i would be grateful if scanned document is attached.

Gram Panchayat, under which your apartment falls have charged this money might be security charges for opening Khata. Because all amenities is provided by Gram Panchayat and so they will collect taxes i.e property tax and water tax every year. So they will open khata of your house in your name (entry in the record of Gram Panchayat register maintained by Gram Panchayat). There is nothing to scan this , you may see and verify it in the said Gram Panchayat.
