how and procedure for appointing LOCAL COMMISSION THROUGH COURT for civil matter in regards to no use of premises for more than 6 months

An application can be moved in civil court where there is a pending case before it for the purpose asked under order xxvi rule 9 read with 10 of the code of civil procedure.
