You can ask to ITO under the RTI Act. but the PIO ask u/s 11(1) to in laws since it is third party information.
Now question is they would give consent??

Yes, it does this and much more.
my FIL has been asked to cough up huge amount by Income Tax Department for unexplained expenditure.

You can summon the income tax returns of your FIL in court in your evidence by moving an application in court.
I used this formula in my 2 similar cases. Result was that FIL is facing income tax enquiry and a criminal case whereas his son-in-law (originally accused) is free now.

Even with reference to your present question, you have utterly failed to give any legal definition of CEO and registration requirement even on asking repeatedly.
In fact, by posting your quries against me you are exposing more and more of yourself. I wonder what type of expert you are!
