Regarding pay protection during deputation service.

I am a regular employee of a state electricity department and from last few months I am on deputation to a state government urban development authority.
In my original department I am entitled to receive "Project allowance",which was continued till my last salary drawn in original department. But the present department discontinued my project allowance. I want to know about existence of pay protection & under which whether I am entitled for the project allowance or not? as I am still working for the government owned many city development projects.

Project allowance, if any, is meant only for some specific project and is discontinued when posted to work outside that project, even within the same organisation, what to say or other department or organisation. During deputation you would be entitled only to the deputation duty allowance in addition to your pay, as per the rules of the Government, or your pay can be fixed in the specific pay scale of the post under the provisions of normal rules of pay fixation, as you would have opted for.

pay protection word do not come in exisence when one employee is on deputation to some other department of State. Original identity of such employee do no lose in such deputation. So far benefits are concerned, I completely do agree with Dhingra ji.
